Emily Shay

Government Relations Consultant

Emily Shay advocates for clients across economic development, local government, and the business sector as part of our firm’s lobbying team. Emily has worked on a broad range of issues including public safety, wildfire, water, appeal reform, tax and finance, housing, and transportation, and has secured millions of dollars in budget appropriations for her clients. Emily represents many of her clients at both the state and federal levels, advancing their priorities in Olympia and working with Congress, federal agencies, and the Executive Branch. With strategic guidance from the firm’s Washington, D.C. office, her clients get a coordinated strategy across both capitals. 

Emily previously worked in the Seattle office of Scarlet Oak Strategies, a public affairs and communications firm headquartered in Washington, D.C. She was an associate for the firm, planning public affairs strategies and advocacy for state-based clients in the Pacific Northwest and across the country. Before that, she worked in a law firm where she assisted attorneys and paralegals with case filings, files, and research, and she has worked as a policy researcher in Washington, D.C. In her most previous role, she served as the Director of Government Affairs for tax and fiscal policy at the Association of Washington Business.

She started her career with service internships for both Sens. Patty Murray and Maria Cantwell. Emily received her B.A. in political science from the University of Washington in Seattle.
